Summary

We are seeking an experienced Access Manager to support a Defense Information Systems Agency (DISA) program in Pensacola, FL. The Access Manager will lead and support identity and access management (IAM) operations for a complex portfolio of classified and unclassified systems. The role ensures secure, compliant, and efficient management of user access, account provisioning, role assignments, and account lifecycle governance in alignment with DoD security mandates.

Responsibilities

Account & Access Management

  • Manage user account provisioning and deprovisioning for DISA systems, including Active Directory, Linux-based systems, and GUI interfaces.
  • Utilize DISA’s System Access Management (SAM) tool and assist in transitioning account management processes to the DoD Enterprise ICAM (E-ICAM) platform.
  • Administer role-based access controls (RBAC) ensuring least privilege and need-to-know access principles.
  • Create and manage user security groups, class/unclass roles, and security permissions.
  • Administer RSA token operations including issuance, configuration, troubleshooting, and inventory management using the RSA Security Console.
  • Track and maintain documentation for user departures, account deletions, and privileged access changes.

Audit, Compliance, & Security

  • Conduct regular Simple Key Loader (SKL) audits in support of Local Element (LE) key management, in coordination with the EKMS/COMSEC program.
  • Ensure all transactions and keys are properly documented, tracked, and reported to security management, maintaining compliance with Two Person Integrity (TPI) protocols when required.
  • Maintain 100% accountability of classified information and COMSEC material.
  • Respond to DISA Technical Orders (DTOs) by updating access controls, mitigating risks, and addressing vulnerabilities.

Process Management & Documentation

  • Lead the development, update, and maintenance of access management documentation, standard operating procedures (SOPs), and workflow instructions.
  • Maintain the Panopticon SharePoint service catalog site, ensuring accurate descriptions of tools, services, and access procedures for external stakeholders.
  • Organize and archive user access documentation and account records using Microsoft Office Suite and SharePoint.

Metrics & Reporting

  • Generate and deliver regular metrics reports on account status, user statistics, and system access health.
  • Respond to Requests for Information (RFIs) and audit inquiries related to account management activities.
  • Provide remediation and resolution of Remedy, JIRA, and ITSM service tickets related to access management issues.

Qualifications

  • 5+ years of experience managing system access and account administration in DoD or federal environments.
  • Active DoD Top Secret clearance.
  • Experience with Active Directory account management, Linux account provisioning, and GUI role administration.
  • Familiarity with DISA UCSA, Centaur Operations, or similar cyber operations environments.
  • Experience managing RSA token distribution and troubleshooting.
  • Understanding of DoD security policies, including DISA STIGs, DoD 8570/8140, and privileged access controls.
  • Ability to handle sensitive information and classified material per COMSEC and EKMS procedures.
  • Proficient in Microsoft Office, SharePoint, and workflow tracking tools such as Remedy, JIRA, and ITSM platforms.
  • Strong communication skills for interaction with end users, supervisors, security managers, and program leadership.

Preferred Qualifications:

  • Experience transitioning from DISA SAM to DoD E-ICAM systems.
  • Familiarity with privileged access management (PAM) platforms.
  • Knowledge of Zero Trust Architecture (ZTA) and modern identity governance principles.
  • ITIL Foundations certification.
  • Prior experience supporting Navy NETC, DISA UCSA, or other DoD C&A (Certification and Accreditation) processes.

 

Salary Disclosure

Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications.

The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance. This includes factors such as education, certifications, and extensive/unique experience beyond what is required.
