We are seeking a talented Lead Data Brokering Engineer to support the Defense Information Systems Agency (DISA) CSS program at Scott AFB, Illinois. This role supports the secure and efficient flow of CyberNetOps data, contributing directly to mission readiness by developing, maintaining, and enhancing data ingestion and distribution processes using technologies such as Confluent Kafka, Apache NiFi, and RHEL.

 

As the Lead Data Brokering Engineer, you will be responsible for the overall management and optimization of the data brokering service. This includes ensuring secure data receipt, translation, enrichment, and delivery in compliance with SLAs. Your expertise will drive the standardization, situational awareness, and uninterrupted flow of data critical to the DoD CyberNetops mission.

Responsibilities

  • Oversee and manage the UCSA's data brokering service, including RHEL servers and data feeds.
  • Ensure the secure receipt, processing, and delivery of data from external sources to internal and external subscribers.
  • Implement and maintain the Data Index, including data dictionaries and sample data sets for each data source.
  • Develop and maintain the Data Monitoring Portal, providing near-real-time status on data feed health and progress.
  • Collaborate with infrastructure teams to align modifications with data delivery requirements.
  • Support network, system, and storage-related administration of the data brokering service, including scaling services to meet a 100% annual growth rate.
  • Serve as the primary Subject Matter Expert for the data brokering service, reporting on its status and ensuring it provides value to the UCSA program and mission partners.
  • Create, document, and maintain a Data Brokering Service Design Plan (SDP) covering all aspects of the service lifecycle, updating it as necessary.
  • Work with ITIL UCSA business managers to ensure service alignment with program objectives and stakeholder needs.

Qualifications

    • Active DoD Top Secret clearance
    • DoD 8570 IAT Level II approved Certification (e.g., CompTIA Security+)
    • 7+ years of experience in data management, with a strong focus on data brokering services, ideally within a DoD or equivalent environment.
    • Bachelor’s degree in Information Technology, Computer Science, Data Science, or a related field (or equivalent experience).
    • Extensive experience with Confluent Kafka and NiFi on RHEL servers.
    • Experience with leading or managing a software development group.
    • Strong understanding of data flow, enrichment, and delivery processes, including experience in managing high-volume data systems.
    • Familiarity with DISA Security Technical Implementation Guides (STIGs) and DoD data security requirements.
    • Hands-on experience with developing and maintaining data indices, monitoring portals, and SLAs.
    • Proficiency in administering and scaling virtualized and non-virtualized data Brokering systems.
    • Strong problem-solving skills, with the ability to work under pressure and manage multiple priorities.
    • Excellent communication skills, with the ability to report on service status and collaborate with internal and external stakeholders.

Preferred Qualifications:

    • Professional certifications in data management or related fields.
    • Experience with ITIL frameworks, particularly in service design and management.
    • Familiarity with SAFe Agile and Jira.
    • Familiarity with DoD Instruction 8440.01 and DESMF standards.

USD $100,000.00/Yr.

Posted Max Pay Rate

USD $135,000.00/Yr.

Salary Disclosure

Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications.

The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance. This includes factors such as education, certifications, and extensive/unique experience beyond what is required.
