Summary

We are seeking a dynamic Senior Program Manager to support the DHS FLETC program in Glynco, GA. The ideal candidate will provide senior level program management support to ensure the successful execution of program implementation, service requests, and contract performance carried out in accordance with federal law enforcement mission critical specified objectives. Manage programs of varying technical complexities and sizes while providing an outstanding customer experience. Manage teams of 60 - 80 FTEs through Project Initiation, Planning, Execution, Monitoring/Control, and Closure. Ensure that the program plan, scope, work breakdown structure, schedule, risk, budget, and deliverables are in alignment with the program goals and objectives as defined by the statement of work. Provide customer centric leadership through the coordination, communication, and complete accountability for this enterprise-wide IT services support contract. Facilitate the efforts of team members to achieve their project plans and potential in a dynamically diverse technical environment to ensure the success of critical priorities.

Responsibilities

  • Lead, manage, and guide the effective execution and management of intricate federal IT projects.
  • Provide support to federal customers, IT governance boards, change control boards, and partner organizations, assign resources to programs ensuring staffing requirements are met, establishes program objectives, and monitors progress to achieve effective Service Level Agreements (SLAs) to include response/resolution times, and performance metrics.
  • Manage program budget to reach customer objectives, revenue, cost, and profit targets.
  • Manage and communicate ongoing changes in tasks, goals, or performance to government customers and corporate leadership.
  • Participate in client meetings, contract finalization, and development of requirements and specifications.
  • Prioritize, track, and manage a portfolio of IT projects ensuring deadlines are met.
  • Monitor progress and adjust schedules and resources to meet key goals.
  • As the primary liaison with program sponsors, customers, and other stakeholders, identify and minimize risks and issues; escalate and mitigate to customer and corporate satisfaction.
  • Establish and maintain a repository of projects, project management life cycles, and systems development life cycle artifacts, policies, processes, requirements, and test results.
  • Actively engage in the advancement of IT service management practices to effectively administer an enterprise-wide IT Services portfolio and facilitate enhancements in methodologies and processes to address areas identified for performance improvement.
  • Act as the core hub for the document control of project information, setting up and managing repositories of project management life cycles, systems development life cycle artifacts, policies, processes, requirements, and test results.
  • Ensure all products and services adhere to cutting-edge information security standards compliant with CISA, FISMA, NIST, FIPS and EO requirements.
  • Perform comprehensive life cycle cost studies, engage in budget formulation, oversee acquisition management, and execute optimized performance management for system, network, and/or application development, operations, and maintenance.

Qualifications

• Must have a bachelor’s degree in business management, engineering, computer science or equivalent work experience.

• 10+ years of technical program management in a federal government contracting environment with a track record of successfully managing complex IT projects from initiation to completion, including budgeting, scheduling, and stakeholder management.

• Familiarity with supporting the DHS mission or similar agencies - preferred

• Experience leading highly technical teams that range from 60 – 80 FTEs in size with adaptability and resilience.

• Must possess an active PMP certification.

• Outstanding written and oral communication skills and a proven ability to influence decision making while providing white glove customer service.

• Strong people management skills and ability to mentor and manage staff for optimal results.

• Must be able to pass the DHS law enforcement background check.

Posted Min Pay Rate

USD $95,577.60/Yr.

Posted Max Pay Rate

USD $159,296.00/Yr.

Salary Disclosure

Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications.

The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance. This includes factors such as education, certifications, and extensive/unique experience beyond what is required.
