Summary

The COOP/Emergency Management Liaison Officer will serve as the primary point of contact between our organization and external stakeholders, including emergency responders, government agencies, and other organizations. The primary responsibility of this role is to facilitate communication and coordination during a crisis or emergency, ensuring that all parties involved have the necessary information and resources to respond effectively.

Responsibilities

  • Develop and maintain relationships with local emergency management officials, first responders, and other stakeholders to ensure effective communication and coordination during a crisis or emergency.
  • Assist in the development and implementation of the organization's Continuity of Operations Plan (COOP) and Emergency Response Plan (ERP).
  • Serve as the primary point of contact for external organizations during a crisis or emergency, providing information and resources as necessary.
  • Coordinate with internal stakeholders to ensure that all necessary information is shared with external partners in a timely manner.
  • Participate in training exercises and drills to test the effectiveness of the COOP and ERP.
  • Maintain a working knowledge of federal, state, and local emergency management regulations, policies, and procedures. 

Qualifications

  • Active DoD Top Secret Clearance with SCI eligibility. 
  • Associate in Applied Science (AAS) in Emergency Management, Emergency Management and Homeland Security, or Emergency Response and Operations, or 2 recent years of documented experience relevant to this key position.

  • Serves as Watch Floor Liaison Officer, JNOSC Battle Staff, Joint Network Operations and Security Center (JNOSC), DISA/Joint Service Provider (DISA/JSP).
  • Experience in continuity operations and emergency management in an IT environment similar and as complex in size to the ones addressed in this order.
  • Ability to work independently and in a team setting.
  • Analyze and interpret reporting from multiple sources to produce coordinated crisis responses.
  • Ability to coordinate continuity operations and emergency management activities.
  • Ability to coordinate disaster response and crisis management activities.
  • Develop and document processes and procedures for the day to day operations.
  • Receive and communicate emergency messages, make appropriate notifications.
  • Ability to be adaptable and able to keep the JNOSC Battle Captain and the JSP/SMS Director, Emergency Planning Coordinator (EPC) informed as situations change and develop.
  • Excellent oral and written communication skills and ability to communicate technical subjects to nontechnical staff are required.
  • Ability to provide additional support in the event of national special security event.
  • Ability to support shift work.
  • Possess DHS/FEMA National Continuity Programs (NCP) Continuity Excellence Series (CES) - Level I, Professional Continuity Practitioner Continuity Certificate or equivalent.

USD $58,183.94/Yr.

Posted Max Pay Rate

USD $96,973.24/Yr.

Salary Disclosure

Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications.

The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance. This includes factors such as education, certifications, and extensive/unique experience beyond what is required.
