CORE JOB SUMMARY Provides senior program management for the operations of an enterprise-wide Network Operations Center (NOC) and manages the cost, schedule and performance in accordance with specified objectives. Provides leadership and expertise for all related network operations functions, ensure efficient processes, and implement performance monitoring and improvement measures.  Oversees and manages an integrated, high performing team in a dynamic 24x7 work environment and provides management oversight of multiple concurrent program activities and projects. Facilitates the efforts of team members to plan and execute all operational and sustainment activitie


A senior program manager is also responsible for overseeing the NOSC manager, Service Desk Lead,
Network Operations Center (NOC) lead, Security Operations Center (SOC) Lead, Enterprise ServiceNow
Administrator, ServiceNow Platform Administrator.




ESSENTIAL FUNCTIONS/RESPONSIBILITIES Sets policies and procedures, technical standards and methods, and prioirities for IT Operations Center functions and processes. Manages all work performed for the NOC across all phases of performance including contract management, project/task order mangement, assignment of resources, and coordinating the efforts of team members, subcontractors and vendors. Exercises authority and direct accountability for the technical correctness, timeliness and quality of required services and deliverables, and the implementation and measurement of quality standards and methodologies. Manages program budget to reach revenue, cost, and profit targets. Manages and communicates ongoing changes in tasks, goals, or performance. Facilitates and guides client meetings and joint planning to ensure appropriate scope and resource allocation. Monitors progress, adjusts schedules and resources to meet key goals, and identifies and minimizes risks and issues. Serves as a primary liaison with program sponsors, customers and other stakeholders. 


  • Plan, organize and manage tasks and direct resources to operate and maintain the NOC
  • Manage the program consistent with technical, cost, and schedule requirements and risk mitigation
  • Implement ITSM processes, including change management, knowledge management, problem management and issue resolution
  • Maintain a 24x7x365 monitoring schedule, ensuring all team members are well-qualified, effective, and fully utilized
  • Communicate and collaborate with government clients / stakeholders and manage delivery expectations for effective and efficienct program delivery, issue resolution and support of projects and initiatives
  • Produce and analyze metrics for government review, assess customer feedback, and ensure continous process improvement and compliance to CMMI and ISO quality standards
  • Provide program management documentation and coordinate corporate resources for successful program performance within approved budgets and schedules


  • Top Secret / SCI Clearance
  • PMP Certification
  • ITIL Certification
  • Bachelors Degree or higher in related field + 10 years of experience managing IT enterprise operations
  • Experience with IT program/project management methods used throughout DHS or similiar federal agencies
  • Knowledge and ITSM processes and IT Operations Center functions
  • Broad and deep knowledge of the IT industry, business, and human
    resource management
  • Experience management teams of 20+ IT staff in a 24x7 mission-critical environment
  • Excellent oral and written communications skills
